The ISA Assembly is the apex decision-making body that deliberates on critical matters such as ISA’s objectives, its functioning, approval of the operating budget, and the assessment of the implementation of various initiatives, programmes, and activities.
Annually, Member Country representatives exercise votes to decide crucial matters, with non-voting participants like Observers, Prospective Member Countries, Partner Organisations, and Special Invitees present. The ISA Framework Agreement allows special Assembly meetings under unique circumstances, ensuring flexibility in governance processes.


The Eighth Session of the ISA Assembly took place in New Delhi from 27–30 October 2025, gathering over 120 countries to discuss solar transition and investment initiatives. President Murmu highlighted solar energy's empowerment role and linked it to job creation. Key outcomes included the SUNRISE initiative for recycling and green jobs, OSOWOG for regional solar interconnections, and a platform for SIDS. The “Global Capability Centre” and “ISA Academy” were announced to share solar knowledge.

The ISA is a global intergovernmental organisation dedicated to advancing solar power adoption for a carbon-neutral future. At the time of the Seventh Session of the ISA Assembly, 120 countries were signatories to the ISA Framework Agreement, of which 103 had submitted the necessary instruments of ratification, making them eligible to attend the session as members of the ISA Assembly.The Seventh Session of the International Solar Alliance (ISA) Assembly convened on 4 November 2024 at the ISA headquarters in New Delhi. As the apex decision-making body of the ISA, the Assembly meets annually to define the strategic direction of the Alliance.

The International Solar Alliance (ISA) is an action-oriented, member-driven, collaborative platform for increased deployment of solar energy technologies as a means for bringing energy access, ensuring energy security, and driving energy transition in its Member Countries. At present, 116 countries are signatories to the ISA Framework Agreement, of which 94 countries have submitted the necessary instruments of ratification to become full members of the ISA.

The 2022 Governance Meetings of the International Solar Alliance (ISA) began in July. The ISA governance bodies, including the Assembly and Standing Committee, provide a cohesive governance approach. These meetings involve discussions across Africa, Asia-Pacific, Europe & Others, and Latin America-Caribbean, informing the Standing Committee's deliberations. The Standing Committee, with the President, Co-President, and 8 Vice-Presidents, guides the Assembly, the ISA's main decision-making body. Convened at the Ministerial level, these meetings analyze the ISA’s strategic initiatives and regional priorities, enhancing cooperation among Member Countries. The Fifth Assembly was held in New Delhi from 17-20 October.

The Fourth Session of the ISA Assembly was held on October 20th, 2021, virtually. The ISA Secretariat had planned a series of technical sessions on various strategic initiatives of the ISA on October 18th, 2021, and technical sessions on various issues in the solar and clean energy sector with our partners and other Organisations on October 21st, 2021. The technical sessions featured in-depth expert deliberations on various thematic issues to help the ISA Secretariat refine its programmatic focus moving forward.

The Assembly is the apex decision-making body of the International Solar Alliance (ISA). The Assembly on which each ISA Member country is represented, makes decisions concerning the implementation of the ISA’s Framework Agreement and coordinated actions to be taken to achieve its objective. The Assembly meets annually at the Ministerial level at the seat of the ISA.

The Assembly of the ISA is the apex decision-making body which comprises of representatives from each Member Country. The Assembly deliberates matters of substance such as the selection of the Director General, achievement of ISA objectives, its functioning, approval of operating budget and more. This ultimate cohort of the ISA also assesses the implementation and aggregate effect of the Programmes and other activities under the Alliance, in terms of deployment of solar energy, performance, reliability, as well as cost and scale of finance. Thereupon, the Assembly determines the course of coordinated actions to be taken for the development and furtherance of the ISA Programmes.

The first Assembly of the ISA was held from 2nd to 5th October 2018 in Greater Noida, National Capital Region, India.The event was held in collaboration with Second Global REINVEST, ISA India partnership, Renewable Energy and Investors Meet & Expo and was hosted by GOI. The 3-day convention included an Inaugural Session, unveiled by the Hon’ble Prime Minister of India, H.E. Mr. Narendra Modi and the UN Secretary General, H.E. Mr. António Guterres on the 3rd October 2018, followed by the Assembly Session and Technical Sessions.
