Inclusive Innovation for Solar Growth
As the world accelerates toward a clean energy future, women remain significantly underrepresented across the solar value chain. Despite being central to household energy decisions, local enterprise development, and community resilience, women continue to face barriers in accessing solar jobs, skills, and entrepreneurship opportunities.
Solar for She is ISA’s flagship gender initiative designed to close this gap by building a structured ecosystem for women’s inclusion in solar deployment, enterprise development, and policy leadership.

SOUGAT - Solar Universal Gender Assessment Tool
ISA’s SOUGAT – Solar Universal Gender Assessment Tool provides Member Countries with an interactive digital framework to assess gender integration in solar policies and programmes. SOUGAT evaluates countries across five dimensions: Political Will, Participation, Technical Capacity, Implementation and Impact.
The tool classifies countries across a maturity spectrum from Gender Nascent to Gender Advanced, generating tailored recommendations for stronger gender-responsive solar ecosystems.
