Thereupon, the Assembly determines the course of coordinated actions to be taken for the development and furtherance of the ISA Programmes.The Assembly convenes annually wherein the ISA Member Country representatives exercise their votes to make all necessary decisions regarding the said matters, in the presence of non-voting participants including observers, prospective member nations, partner organizations and special invitees. The ISA Framework Agreement asserts that the Assembly may also meet under special circumstances.

About the Seventh Session of the ISA Assembly
The ISA is a global intergovernmental organization dedicated to advancing solar power adoption for a carbon-neutral future. At the time of the Seventh Session of the ISA Assembly, 120 countries were signatories to the ISA Framework Agreement, of which 103 countries had submitted the necessary instrument of ratification making them eligible to attend the session as Members of ISA Assembly.
The Seventh Session of the International Solar Alliance (ISA) Assembly convened on 4 November 2024 at the seat of ISA in New Delhi. As the apex decision-making body of the ISA, the Assembly meets annually to define the strategic direction of the Alliance.
- The Assembly, chaired by H.E. Shri Pralhad Joshi, Hon’ble Minister of New and Renewable Energy, Republic of India, and co-chaired by H.E. Dr. Thierry Mathou, Ambassador of France to India, brought together over 450 delegates from 130 countries, including 29 Hon’ble Ministers and Vice Ministers.
- The Republic of India was unanimously re-elected as the President of ISA, while the Republic of France was re-elected as Co-President of ISA for a two-year term each.
- Eight Vice Presidents of the Assembly and eight Vice-Chairs of the Regional Committees were selected from the four ISA geographical regions at the Assembly.
- Mr. Ashish Khanna, the nominee from India, was appointed as the new Director General of ISA for a four-year term starting 15 March 2025.
- The Assembly also featured a High-Level Conference on New Technologies for Clean Energy Transition, a full-day event showcasing global advancements in solar and green energy solutions.
- The conference saw the launch of the third edition of ISA’s flagship World Solar Reports series, offering insights into market, investments and technology trends within the solar sector, alongside the release of the Readiness Assessment of Green Hydrogen in African Countries.
- The Assembly proceedings concluded with a site visit to an agrivoltaic farm in the National Capital Territory (NCT) of Delhi, showcasing dual land use for solar energy production and agriculture.
- The Seventh Session of the Assembly reinforced ISA’s vision and unwavering commitment to advancing global solar energy adoption, fostering robust international partnerships, and addressing critical challenges in energy access, security, transition and sustainability on a global scale.

The International Solar Alliance (ISA) is an action-oriented, member-driven, collaborative platform for increased deployment of solar energy technologies as a means for bringing energy access, ensuring energy security, and driving energy transition in its Member Countries. At present, 116 countries are signatories to the ISA Framework Agreement, of which 94 countries have submitted the necessary instruments of ratification to become full members of the ISA.
- The governance bodies of the ISA, namely the Assembly, the Standing Committee, and the Regional Committees, offer an integrated approach to governance and decision-making within the Alliance. The 2023 Governance Meetings of the International Solar Alliance (ISA) were initiated in June of this year.
- The Regional Committees comprise deliberations across the four regions of Africa, Asia-Pacific, Europe & Others, and Latin America-Caribbean. Regional Committees of the ISA meet annually, chaired by two Vice-Presidents from the region, and aim to assess and discuss progress, challenges, and opportunities related to ISA’s programmatic support, flagship initiatives, partnerships, private sector engagements, and work plan for the region.
- The discussions of the Regional Committee Meetings inform the deliberations of the Standing Committee, which comprises the Hon’ble President, Co-President, and 8 regional Vice-Presidents. The deliberations by the Standing Committee, in turn, inform the deliberations of the Assembly, which is the apex decision-making body of the ISA.
- The Assembly deliberates on critical matters such as organisational objectives; operational procedures; budget approvals; evaluation of the execution of diverse ISA programmes, initiatives and activities; and other issues pertaining to the functioning of ISA. So far, five Regular Sessions and one Special Session of the Assembly have been convened.
- The Sixth Assembly of the ISA was held in New Delhi, India, from 30 October to 2 November, 2023.
- These Meetings extend the ISA Secretariat the opportunity to enhance cooperation with ISA Member Countries, as well as provide Member Countries with the ability to improve collaboration among themselves and mutually identify avenues of cooperation and partnership.

About Fifth Assembly of the ISA
The 2022 Governance Meetings of the International Solar Alliance (ISA) were initiated in July of 2022. The governance bodies of the ISA, namely the Assembly, the Standing Committee, and the Regional Committees offer an integrated approach to governance and decision-making within the Alliance. The Governance Meetings comprise deliberations across the four regions of Africa, Asia- Pacific, Europe & Others and Latin America-Caribbean at the Regional Committee. These inform the deliberations of the Standing Committee, comprising the Hon’ble President, Co-President and 8 regional Vice-Presidents. The deliberations by the Standing Committee go on to inform the deliberations of the Assembly, which is the apex decision making body of the ISA. Convened at the Ministerial level, the Governance Meetings facilitate in-depth analysis of the ISA’s strategic initiatives, programmes, and activities as well as regional priorities through moderated discussions. These Meetings extend the ISA Secretariat the opportunity to enhance cooperation with ISA Member Countries, as well as provide Member Countries with the ability to improve collaboration among themselves and mutually identify avenues of cooperation and partnership. The Fifth Assembly of the International Solar Alliance was hosted in New Delhi, India from 17-20 October.
- Sixth & Seventh Standing Committee Meetings were hosted in New Delhi, India on 21 July and 13 September 2022 respectively.
- Third Meeting of the Regional Committee of Europe and Others region was conducted virtually on 12 July 2022.
- Fourth Regional Committee Meeting for Latin America and the Caribbean Region was hosted from 3- 5 August 2022 in Georgetown, Guyana.
- Fourth Meeting of the Regional Committee of the Asia Pacific Region was hosted virtually on 17 August 2022.
- Fourth Regional Committee Meeting for Africa was held from 29-31 August in Addis Ababa, Ethiopia.

The Assembly
The Fourth Session of the ISA Assembly was held on October 20th, 2021, virtually. The ISA Secretariat had planned a series of technical sessions on various strategic initiatives of the ISA on October 18th, 2021, and technical sessions on various issues in the solar and clean energy sector with our partners and other organizations on October 21st, 2021. The technical sessions featured in-depth expert deliberations on various thematic issues to help the ISA Secretariat refine its programmatic focus moving forward.
The Fourth Assembly of the ISA deliberated on the Strategic Plan of the ISA for the next five years encompassing a Country Partnership Framework, Strategy for Private Sector Engagement, initiatives such as Blended Finance Risk Mitigation Facility, and Viability Gap Financing Scheme to facilitate affordable finance for solar energy projects across ISA’s Member Countries. The Assembly also featured an update on various key initiatives of the ISA, such as the ‘One Sun One World One Grid’ initiative, the STAR C project, the Trillion Dollar Solar Investment Roadmap for 2030, and progress made by the ISA over the past year. The Agenda for the Fourth Assembly represented a holistic vision for the ISA. Members and the Secretariat combined to help translate solar energy ambitions into action in the coming years.

The Assembly is the apex decision-making body of the International Solar Alliance (ISA). The Assembly on which each ISA Member country is represented, makes decisions concerning the implementation of the ISA’s Framework Agreement and coordinated actions to be taken to achieve its objective. The Assembly meets annually at the Ministerial level at the seat of the ISA.
The Assembly assesses the aggregate effect of the Programmes and other activities under the ISA, in terms of deployment of solar energy, performance, reliability, as well as cost and scale of finance. Based on this assessment, Member countries take all necessary decisions regarding the further implementation of the objective of the ISA. The Assembly makes all necessary decisions regarding the functioning of the ISA, including the selection of the Director General and approval of the operating budget. Each Member country has one vote in the Assembly. Observers and Partner organizations may participate without having the right to vote.

First Assembly of the ISA
The first Assembly of the ISA was held from 2nd to 5th October 2018 in Greater Noida, National Capital Region, India.The event was held in collaboration with Second Global REINVEST, ISA India partnership, Renewable Energy and Investors Meet & Expo and was hosted by GOI. The 3-day convention included an Inaugural Session, unveiled by the Hon’ble Prime Minister of India, H.E. Mr. Narendra Modi and the UN Secretary General, H.E. Mr. António Guterres on the 3rd October 2018, followed by the Assembly Session and Technical Sessions.
